2019 STREET PROGRAM

Sealed proposals will be received by the City Clerk at City Hall, Harrisonville, MO, until 2:00 p.m. on Tuesday, March 19, 2019, at which time proposals for: the 2019 Street Program will be publicly opened and read aloud.

The work under this Contract consists of the following two components:
1. Mill and Overlay
2. Slurry Seal Coat

Bidders can provide unit price bids on either or both sections of the work. The Contractor shall provide the labor, materials, and equipment necessary for cold plane milling and removal, hot mix overlay, slurry seal applications, and as specified. Work shall also mobilization, traffic controls, and site restoration.

All equipment, material and workmanship must be in accordance with the Plans, Specifications and other Contract Documents in the Project Manual on file with the City of Harrisonville, Missouri. Copies of plans and specifications can be seen or purchased for a Non-Refundable fee on-line at www.drexeltech.com in their eDistribution plan room, additional assistance is available at . The City reserves the right to accept or reject any or all bids and to waive any technicalities, irregularities, or informalities therein; and to determine which is the lowest and best bid to accept. Bid may be modified or withdrawn by written request of the bidder received in the office of the City Clerk, prior to the time and date for bid opening. A Bid Bond or certified check on a reputable bank in the amount equal to five (5%) percent of the total amount of the Bid must accompany each Proposal. No Bidder may withdraw his Bid for a period of ninety (90) days after date of opening of Bids.

All wages paid for work under this Contract shall comply with requirements of the Prevailing Wage Law of the State of Missouri, Missouri Public Law 294, Sec. 290.210 through Sec. 290.340, R.S.Mo. 1969, as amended and prevailing wages as established by the U. S. Department of Labor.

Nondiscrimination in Employment: Bidders on this work will be required to comply with the President's Executive Order No. 11246, Title VI and Section 3 of the 1968 HUD Act as pertaining to Equal Employment Opportunity through Affirmative Action. The requirements for bidders and contractors under this order are explained in the Project Manual.

Tax Exempt Status: All or certain items required for this contract are for the constructing, repairing, or remodeling of facilities for an exempt entity and qualify for exemption from State and local sales and use taxes under R.S.Mo 144.062. The Instruction to Bidders and Regulations of the Contract include tax exemption provisions covering the submission of the application for tax exemption determination by the Bidder awarded the Contract.

Enrollment in Federal Work Authorization Program: Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services.

Safety Training: Bidders are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (“OSHA”) or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation.

RFP- P&R -2019-01 – Harrisonville Community Center (HCC) Front Entrance Renovation

The City of Harrisonville, Missouri invites interested vendors to submit a signed and sealed proposal for the demolition and restoration of the front entrance of the Harrisonville Community Center. See details below:

- Establish a safety zone of the work area before starting. Entrance to the Community Center by patrons and employees must continue throughout construction, so a traffic plan is required. (Onsite visit before bid is required)

- Demolition of existing concrete from the designated area on the map. NOTE: Dotted line on the map represents the concrete to be removed, but replaced with landscaping, instead of cement. There is approximately 7,000 square feet of renovation area, but personal measurement by the bidding company is required.

- Remove all demolished debris from the site, in accordance with all local, state and federal regulations.

- Prepare the new main entrance area for new concrete, grading, leveling, compacting, etc.

- Concrete shall be 4” thick with 6”x 6” welded wire fabric. Installation shall conform to APWA 2300 standard.

- All edges shall have picture frame finish.

- All work must meet inspection code and provide the best longevity of materials used (including sealant) to last through winters of snow removal and chemicals.

- 2 to 3 inch wide River Stone Rock is to be placed in the entrance landscaping beds in front entrance area of the HCC. River Rock to be 4 to 6 inch thick under mesh weed mat. Supply top soil along with 20 ornamental tall grass plants, a mix of Miscanthus Graziella and Pampas Grass (10 each) to be planted.

- Design plan must be included with the bid for this project.

Project Cost and Prevailing Wage: Since this project is under $75,000 estimate, this project is NOT under Prevailing Wage in the State of Missouri.

Electric Department Bucket Truck


The City of Harrisonville is accepting proposals for a new Electric Department bucket truck.

Sealed proposals will be received by the Tim Scott at City Hall (300 E. Pearl St.), Harrisonville, Missouri, until 2:00 PM on Monday, February 25th, 2019. Each proposal shall include the name of the company, model name and number of vehicles.
